Introduction

This guidance has been prepared by CIHT SoRSA to supplement the information contained within DMRB GG119 Road Safety Audit (and its successor documents).  It does not replace the national standard but provides useful information and guidance to developers, local authorities, designers and auditors on how to apply good road safety audit practice when it is not appropriate (or possible) to comply fully with the requirements of DMRB standards.

Whilst the guidance is primarily focussed on the UK road network and it is acknowledged that international road authorities may approach some of these stages differently.  However, CIHT and SoRSA would recommend the adoption of these practices internationally.

This guidance has been developed specifically to assist those either new to road safety audits or not involved in road safety audits on a full-time basis to understand their role and responsibilities through the audit process.

The starting point is in defining the need for an audit in the first place and if DMRB requirements are mandatory – either locally or nationally, then this guide is not relevant, and users should refer to the current national standard GG119:

The document has been structured as a web-based resource that follows the audit process from start to finish.  It is less about how to identify audit problems and recommendations, but more about how to undertake the specific tasks at each step of the audit process.  It follows a logical progression through the process identifying the requirements for each of the key parties at each stage.

DMRB has a number of defined roles that are specific to the UK trunk road organisational operational structure that can cause confusion when looked at in the local authority context.  This guidance has sought to redefine these roles to make clear where the responsibility lies.
