Presidential Team

CIHT’s Presidential Team consists of the President and Vice-Presidents. These are all members of the Board of Trustees, which also comprises the Immediate Past President, Honorary Treasurer and up to eight Council Members (usually including the Chairs of the Strategic Boards).

As Trustees, the Board must ensure that the affairs of the Institution are kept in good order and that legal and statutory obligations are fulfilled. They are responsible for controlling the management and administration of the Institution and, if negligent, are personally liable. Trustees are also responsible for ensuring that the Institution fulfils its legal obligations as a Charity, including carrying out its purposes for the public benefit and producing and submitting statutory documents and accounts to the required deadlines.

CIHT President 

Martin Tugwell is the Programme Director at England’s Economic Heartland (EEH), which brings political and business leaders together in a strategic collaborative partnership committed to realising the economic potential of the Heartland, including the Oxford – Milton Keynes – Cambridge Arc.

Stretching from Swindon to Cambridgshire and Northamptonshire to Hertfordshire, EEH provides leadership on strategic infrastructure issues, in particular those relating to transport, digital connectivity and utilities. As the region’s Sub-national Transport Body, EEH is producing an over-arching Transport Strategy - a 30 year strategic vision for the transport system that puts the needs of businesses and individuals at the forefront of investment decisions.

Martin Tugwell

Martin is a Chartered Engineer, a Fellow of the Chartered Institution of Highways and Transport (CIHT) and a Member of the Institution of Civil Engineers.  He is President of the CIHT for 2019/20, having previously chaired the Institution’s Learned Society and Technical Board. He is a past Chairman of the Transport Planning Society and a Council member for the National Infrastructure Planning Association. 

CIHT Senior Vice President

Chartered Engineer with over 25 years’ experience in Road Safety Engineering, Highway Design, Asset Management and Maintenance. Deborah is now a Senior Lecturer in the Civil Engineering Department of the University of Greenwich at Medway. Her teaching includes Project Management & Appraisal, Engineering Professional Skills, Construction Management & Technology, and Highway Engineering. She is also the Admissions Tutor, Placements Officer, and a member of the Department’s Industrial Advisory Board. 

Deborah Sims 

Deborah is a STEM Ambassador and recently chaired the Careers Guidance Steering Group for the CIHT, developing a pack of materials for use in schools to encourage young people to consider careers in the built environment. Deborah is a Professional Reviewer and has reviewed over 70 CEng or IEng candidates. She is a Trustee of Chatham Maritime Trust and of CIHT.

Deborah lives with her family in north Kent and enjoys walking with her boxer dog Harley.

Vice President

Neil Johnstone has over 40 years of experience having worked in contracting, local government and consultancy. For 25 years Neil worked throughout UK for Halcrow/CH2M, becoming managing director of its activities in continental Europe where he oversaw work in a range of sectors including transport, energy and water. 

He studied civil engineering at Edinburgh University and went on the achieve a Masters at Glasgow University while working for Lothian Regional Council.

Neil Johnstone

More recently Neil was a director at SYSTRA where he led the integration of the acquisitions of JMP and SIAS. In July 2017 he has launched his own venture (CONSULT-NJ LTD) offering services in transportation and business change.

Neil is a Fellow of CIHT, chartered engineer, member of ICE, as well as the Institute of Directors. He chaired the Central and Scotland Branch in 1998-99 and has served the local committee since, primarily through leadership of the Scottish Policy Forum. He became a trustee of CIHT in 2018 and chaired the Board of Appian. Neil has represented CIHT on the National Transport Strategy (NTS2) Partnership Review Group and has co-chaired the Thematic Working Group on Safety and Resilience. In his consultancy role he is currently seconded to Transport Scotland where he has led the procurement of the Strategic Transport Project Review (STPR2).

His career has embraced various dimensions of transportation from design work on the Edinburgh City Bypass, road maintenance, traffic management and planning, to expert witness at the Edinburgh Congestion Charge Inquiry. He has experience in development planning, feasibility studies and appraisal of all modes including rail, road, busways, harbours and ferries. He was closely involved with seminal studies on rural roads in Scotland such as Fitting Roads, and prepared traffic forecasts for Skye Bridge.

Neil also served on National Council (2000 – 2003) and was Vice-chair of the Procurement and Network Management Boards. He was proud of his time with the inaugural Procurement Board when he helped to produce a guidance manual about procurement for younger members.

CIHT Immediate Past President

Matthew Lugg OBE is Director of Public Services at WSP in the UK, which is part of the 2,000-strong transport and infrastructure business. He is a former local authority surveyor, Head of Service and Director with over 30 years’ experience working in county councils including: Leicestershire County Council; Cambridgeshire County Council; Lincolnshire County Council, Nottinghamshire County Council and North Yorkshire County Council. He is the architect of several regional initiatives. 

Matthew Lugg

Matthew was recognised for his outstanding contribution to local transport at the National Transport Awards in 2009. In 2011 he was seconded to the Department for Transport to help lead the Highways Maintenance Efficiency Programme on behalf of the Department for Transport.

He received an OBE for services to local government in 2013.
Matthew has led numerous national associations and highway programmes including: HMEP Advocate Department for Transport; Director of Environment and Transport, Leicestershire County Council; Chairman, National Improvement and Efficiency Partnership for Highways; Chairman, Midland Highway Alliance; President, ADEPT; Chair, UK Roads Board. Matthew is probably best known for his work encouraging highway authorities to embrace asset management and make winter service more resilient.

Matthew became Director of Public Services, Mouchel Limited in 2013 leading business development and providing advice to local authorities going through change. WSP acquired Mouchel in 2016.

Matthew graduated from Cardiff University with a BEng in Civil Engineering. In the early years of his career, he worked as a trainee engineer with the Department for Transport’s Midland Road Construction Unit in Matlock. He worked with the South East RCU in Guildford, Surrey. He won a position as a Graduate Trainee Engineer at Lincolnshire County Council where he stayed for five years before joining North Yorkshire County Council as an Assistant Divisional Surveyor. In 1987 he joined Nottinghamshire County Council as an Assistant Area Surveyor. Promoted to Senior Engineer, he oversaw six highway district agency agreements and was transferred to Trent Bridge House in Nottingham.

Prior to leaving Nottinghamshire County Council, he enrolled on a part-time Diploma in Management Studies at Nottingham Trent University. He returned to Lincolnshire as the County Roads Maintenance Manager continuing his diploma. He became involved in two new fields: asset management and proactive maintenance. He established a road safety partnership between Lincolnshire’s highway authority, police and ambulance services. Matthew was presented with an IHT Award at the CIHT1990 annual luncheon in recognition of his achievements. He became Head of Service for Lincolnshire County Council in 1991.

In 2001 Matthew moved to Cambridgeshire County Council as Assistant Director of Highways. Over four year he received accolades and was named the Institution of Civil Engineers’ Municipal Engineer of the Year. In 2005 he joined Leicestershire County Council as Director of Environment and Transport. Over eight years he helped set up the ‘Three Counties Partnership’ (3CAP) which later became known as the Midland Highway Alliance.
