The commercial and procurement strategies of asset owner will be one of the most important enablers – or blockers – for delivering a Net Zero highways network.  

This webinar will explore what good looks like from the perspective of clients in different parts of the UK. It will also include a panel discussion with clients and senior representatives of the Highways supply chain to explore how these and other approaches can support more effective collaboration around Net Zero goals. 

Speakers

Matt Jones, Transport Official, Welsh Government

Matt is a civil servant for the Welsh Government covering transport policy and delivery.

With a background in consultancy, he’s a Chartered Civil Engineer and former Chair of ICE Wales Cymru.

Matt is responsible for implementation of the Lord Burns recommendations for South East Wales and the current roads review. 

Matt will talk on the policy context of roads and how he sees that translating into what we procure and deliver on roads over the coming decades. He will cover how this will meet the decarbonisation challenge, whilst being done in an affordable and equitable manner.

Simon Wilson, Research Programme Director, Future Highways Research Group (FHRG)

Simon Wilson is Research Programme Director for the Future Highways Research Group (FHRG).

With 38 local authority members and a 5-year exclusive Research Partnership with ADEPT, Simon currently leads four key research programmes within the highways sector; Standardised Carbon Measurement & Carbon Footprint Reduction, Human Capital: Acquisition, Development & Retention, Future Procurement & Services Delivery Models, and Delivering Social Value Through Highways Services.

Phil Skegg, Group Commercial Director, Eurovia UK 

Phil is an experienced and progressive Director with over 20 years’ experience in the infrastructure sector. Phil’s particular expertise is an in-depth understanding of the practical and strategic challenges of highways contract delivery and implementation. He uses his experience of local and strategic highways procurement to create successful commercial relationships built on true collaboration to deliver customer satisfaction, value for money, improved quality of life and enhanced social value.

Increasingly, Phil is seeing opportunities for real environmental and social change missed through traditional procurement routes, and he is passionate about ensuring that our partnerships are future proofed by enabling social, digital and economic trends to be tracked, understood and embedded into the delivery of place based services.

Prior to re-joining Eurovia UK as Commercial Director in 2018, Phil was Operations Director for Ringway Jacobs with responsibility for their contracts with Transport for London, Essex County Council, and Central Bedfordshire.
