The CIHT Young Professionals Conference has become established as one of CIHT’s flagship events, annually attracting the brightest and most enthusiastic young professionals from across the highways and transportation sector.
Taking place over 2-days, this year’s event will facilitate the effective involvement, engagement, and empowerment of young professionals. We will see some of the most well-known and influential names within the industry come together to address key topics.
Designed to inform and inspire, our programme of speakers will include the most forward-thinking movers and shakers in the transportation sector and beyond. Additional content will also be included, specifically selected to underpin highways and transportation core training competencies.
Endorsed for CPD, the conference programme will tackle issues concerning Innovation and Future Skills (day one), and Climate Change and Sustainability (day two). A supplementary programme of breakout sessions and bespoke presentations will also be made available. Post event, all content will be accessible to delegates ‘On Demand’ via the CIHT website and delegates will be able to access, complete and download their CPD certificate of attendance.

Michael was born in Glasgow in 1970 and educated at St John Bosco Secondary School. He went on to study at Queen Margaret College, Edinburgh, where he obtained a BSc in Occupational Therapy. He also holds a BA and a Diploma in Applied Social Sciences from the Open University.
Prior to becoming an MSP, Mr Matheson practised as a Community Occupational Therapist with Stirling Council, Central Regional Council, and Highland Regional Council.
He was elected as the MSP for Falkirk West following the May 2007 elections. Prior to this, he was a Regional MSP for Central Scotland from 1999 to 2007. Before being appointed Minister for Public Health and Sport, Mr Matheson was Vice Convenor of the European and External Relations Committee. He also sat on the Scottish Parliament's Health and Sport Committee, and previously served on the Justice and Enterprise and Culture Committees.
Michael Matheson was appointed Cabinet Secretary for Justice in November 2014 and reappointed in May 2016. He was appointed Cabinet Secretary for Transport, Infrastructure and Connectivity in June 2018.
Emma Ward is Director General for Roads, Places and Environment at the Department for Transport.
She has extensive experience working with businesses, local leaders and stakeholders, as well as on place-based approaches to growth and devolution.
Emma was previously DG responsible for Domestic Planning and Implementation at the Department for Exiting the European Union and was also the first Director of the joint Department for Business, Energy and Industrial Strategy and Ministry of Housing, Communities and Local Government Cities and Local Growth team.
Jim Hall FREng is Professor of Climate and Environmental Risks in the University of Oxford and Director of Research in the School of Geography and the Environment.
Before joining the University of Oxford in 2011 to become Director of the University's Environmental Change Institute, Prof Hall held academic positions in the Newcastle University and the University of Bristol.
Prof Hall is internationally recognised for his research on risk analysis and decision making under uncertainty for water resource systems, flood and coastal risk management, infrastructure systems and adaptation to climate change.
Prof Hall is also a member of the Prime Minister's Council for Science and Technology and is Expert Advisor to the National Infrastructure Commission. He is Chair of the Science Advisory Committee of the International Institute for Applied Systems Analysis (IIASA). He was a member of the UK independent Committee on Climate Change Adaptation from 2009 to 2019.
Prof Hall's group in the University of Oxford is at the forefront of risk analysis of climatic extremes and their impacts on infrastructure networks and economic systems, from local to global scales. He led the development of the National Infrastructure Systems Model, which was used for the UK's first National Infrastructure Assessment and for analysis of the resilience of energy, transport, digital and water networks in Great Britain. His group developed the first national water resource systems simulation model for England and Wales. Prof Hall conceived of, and now chairs, the UK's Data and Analytics Facility for National Infrastructure. His systems analysis methods have been applied worldwide, including in Argentina, China, Curacao, St Lucia, Tanzania, and Vietnam.
Teresa Jolley, MCIHT is a leading expert in local transport data sharing and founder / Creative Director of DEFT153 (Delivering Efficiency for the 153 Local Authorities in England) Ltd, delivering practical solutions that enable collaboration and sharing of data between large organisations, public sector, SMEs, academia and the media to improve local transport.
Teresa advises on the use of storytelling, and the effective presentation of data to engage and inspire for a variety of clients. She has also worked with the leading industry conference and event organisers Landor LINKS (Digital Transport Exchange), Hemming Group (Traffex Event Series) and Essential Infrastructure Events (HighwaysUK) to integrate data sharing expertise and collaborative methods of participation into their events.
Recently, Teresa has led the Stakeholder Engagement for the research and redesign of Bus Real Time Information systems for Transport for West Midlands and West Yorkshire Combined Authority, to improve the data collection and validation of operator data by local authorities.
Deborah is a Chartered Engineer with over 25 years’ experience in Road Safety Engineering, Highway Design, Asset Management and Maintenance. Deborah is now a Senior Lecturer in the School of Engineering at the University of Greenwich at Medway. Her teaching includes Project Management & Appraisal, Engineering Professional Skills, Construction Management & Technology, and Highway Engineering. She is also the Engineering Employability Champion, Placements Officer, and a member of the Civil Engineering Industrial Advisory Board.
Deborah is a STEM Ambassador and recently chaired the Careers Guidance Steering Group for the CIHT, developing a pack of materials for use in schools to encourage young people to consider careers in the built environment. Deborah is a Professional Reviewer and has reviewed over 100 CEng / IEng candidates.
Deborah became President of CIHT in June 2021 after serving as Vice-President under Martin Tugwell.
Annette was appointed Head of Innovation in November 2017. She has 20 years' experience at National Highways in research management, international co-ordination and Lean, where she has driven a continuous improvement culture within National Highways and its suppliers.
A passionate advocate of change and improvement in the construction industry, she has a strong record in leading and delivering improvements in asset management, engineering and technical assurance.
Annette holds a PhD in Inorganic Chemistry from the University of Leeds.
Matt specialises in the development of innovative solutions to challenging transportation problems.
A technologist at heart, he provides strategic advice on how to design, build and operate future transportation systems. His role includes research, solution development and technical advisory services, covering topics such as integrated transport, congestion reduction, air quality improvement, traveller modal shift and persistent behavioural change.
Simon is an experienced recruitment leader and co-founder of Carrington West. Having worked within the highways, traffic and transportation sector since 2007, Simon is widely regarded as one of the industry’s few expert recruiters. He began his career with an international technical recruiter before leaving to set up Carrington West, led by the belief that he and his piers could deliver a better service to the stakeholders within the industry. Carrington West now boasts one of the most experienced and well known highways, traffic & transportation recruitment teams anywhere in the UK.
Simon’s impressive client portfolio includes some of the world’s leading organisations, largest local authorities and major central Government agencies from within this field. He is a dedicated people manager and business visionary. He has a passion for identifying raw attributes within inexperienced recruiters, offering them an opportunity to learn, grow and hone their talent through his constant coaching and mentoring.
Simon has a Business Management Degree from University of Portsmouth Business School.
Adam is Team Leader of Carrington West’s highway’s, traffic & transportation permanent recruitment team, specialising in providing local authority and private sector organisations with highway engineering, transport planning / modelling, geotechnical engineering and infrastructure recruitment solutions.
He joined Carrington West from a large south coast recruitment consultancy and has a reputation in the market for a high degree of professionalism and outstanding service delivery.
As an experienced recruitment consultant specialising in permanent recruitment, Adam prides himself on his in-depth sector knowledge enabling him to provide accurate and up to date advice to hiring managers seeking new talent to join their teams. His candidate network spans the UK and has built up as a result of his meticulous approach to candidate care.
Molly is currently working as a graduate transport planner at Mott MacDonald.
Earlier in the year, she co-created the Gender Equality Toolkit in Transport (GET-IT) using funding from the FTVG, which was awarded the ‘Outstanding Project Award 2021’. She later went on to win the CIHT Yorkshire and the Humber Emerging Professional of the Year 2021.
Marie is an Assistant Transport Strategy Officer in the Innovation team at Transport for Greater Manchester.
She is a member of the team who created the Gender Equality Toolkit in Transport and is passionate about active travel, the environment and inclusive, equitable transport systems.
Tracey has worked as a people professional within the transportation industry for over 10 years and has a passion for helping new talent flourish and progress. Within her role in Kier Highways as Talent, Development and Inclusion manger she has helped to develop a successful early careers programme to bring a range of new talent into the organisation.
As a member of the CIHT council and Women in Transport Tracey is keen to look at how we evolve to become a truly diverse and inclusive industry where everyone can bring their whole selves to work.
Zoe is a Highways Engineer currently working for Jacobs.
Originally from Australia, she moved to Glasgow in 2019 to escape the heat. Previous experience includes working on large-scale projects such as WestConnex New M5 and the A9 Dualling Programme. Zoe is currently seconded to Bear Scotland in the North-West Routine Maintenance Team.
In her role at Jacobs, she is currently the lead for the Glasgow Careers Network, a STEM Ambassador, and a People Champion. Zoe has a passion for making tasks more efficient where possible, encouraging a fun and active working environment, and loves a good spreadsheet.
Mark Kemp is the Director of Environment and Infrastructure at Hertfordshire County Council having previously worked as a Service Director at Buckinghamshire, Oxfordshire and Cambridgeshire.
Mark has over 30 years’ experience in the industry and is a Chartered Engineer, Member of the Institution of Civil Engineers and a Fellow of the Chartered Institution of Highways and Transport.
Mark is a member of ADEPT chairing their Transport and Connectivity Board, is the Chair of the UK Network Management Board and a member of the UK Roads Liaison Group. He was the inaugural Chair of the National Traffic Managers Forum and has given evidence to Transport Select Committee on highway congestion and maintenance issues.
Nathan Ashley is the Senior Public Policy Manager in the UK, Ireland & Benelux at Voi, Europe’s fastest-growing micro-mobility provider and largest e-scooter provider in the UK.
Before joining Voi, Nathan worked in the Mayor's Office as an adviser to the Mayor of London, Sadiq Khan. He also worked for Community Leisure UK and Transport for London (TfL) on a number of policy areas ranging from supporting on public health initiatives to contributing to the Mayor’s Transport Strategy and the creation of the expanded Ultra Low Emission Zone (ULEZ).
Sue Percy is the Chief Executive of the Chartered Institution of Highways and Transportation.
CIHT is a charity, learned society and membership body with 14,000 members, who are mainly engineers and transport planners, operating in the UK and internationally. Sue’s interests include improving the way transport infrastructure - including roads - is planned, funded, designed, built, managed and operated to meet societal needs, environmental imperatives and supporting a strong economy. She has a deep interest in changing the image of the transport infrastructure industry and making it a more diverse and inclusive career for all.
Sue holds several voluntary Trustee and non-executive Director roles and is a member of the roads expert panel of the Office of Rail and Road. She has worked in the built environment sector for over 30 years in allied professions, Higher Education and in local government.
Sue was awarded a CBE in the Queen’s birthday honours in June 2019 for services to transport.
Helen graduated from The University of Leeds in 2005 with a First-Class honours in Architectural Engineering. From there she went on to work in Aggregate Industries asphalt research and development department, completing a number of projects and her PhD.
Helen later worked in the field of asphalt recycling and tar remediation before joining TRL in 2012. During her time at TRL Helen contributed to an international team and undertook work across Europe, Middle East and Africa. In 2015 Helen set up her own consultancy, Driven, which allows her to remain an active part of the industry she loves.
As Technical Director for the Future Highways Research Group (FHRG) Helen leads and supports a breadth of initiatives which help shape the direction of the highway sector. In addition to her other roles Helen is also programme leader for all asphalt programmes within the Centre for Mineral Products at the University of Derby, UK.
Helen is a Chartered Engineer with the IAT (Institute of Asphalt Technology) via the CIHT (Chartered Institute of Highways and Transportation).
Rodrigo Fernandes, PhD, is Director of Empowering Sustainable Development Goals in Bentley Systems, leading company’s sustainability initiatives.
Rodrigo’s charter is to advocate for a culture of sustainability inside Bentley, empower sustainable development goals through Bentley software and services, and evangelize Bentley’s environmental handprint. Rodrigo is also European Climate Pact Ambassador and serves as an external expert for the European Commission and for the Portuguese Ministry of the Sea (DGPM).
Rodrigo is an industry expert on environmental engineering and environmental digital twins, with experience around sustainability-related business opportunities for Bentley product portfolio development, and knowledgeable on climate-related topics and how it links to infrastructure projects, software, and services.
In his previous positions in Bentley, he has worked as senior consultant and project manager on Water Infrastructure Team, and as business development/environmental industry expert for Bentley Acceleration and Digital Cities. He joined Bentley as part of the acquisition of Action Modulers’ Water Business Unit, where he was a consultant and project manager, and prior to that he was Researcher in Marine, Environment & Technology Center (MARETEC), University of Lisbon.
Rodrigo has designed and managed over 20 European innovation projects on modeling water resources and environmental safety issues and authored +30 peer-reviewed papers.
Jake is the Innovation Business Partner for the Transport Infrastructure division at Amey. This role includes delivering Amey’s innovation strategy and complex technology programmes within transport settings Jake provides a demonstrated and outcome-based approach in designing, shaping and delivering large, multi-faceted projects within the transport and mobility space and drives a particular focus around 'citizen-centric' and sustainable infrastructure.
Jake graduated from Manchester Metropolitan University in 2018 and joined Amey’s graduate programme, within the first year he worked on a secondment for parent company Ferrovial Services in their Centre of Excellence team for cities, before leading on a number of large-scale innovation programmes before taking on the role of Innovation BP.
Jake is a member of Chartered Management Institute.
Effie started her career in 2006 and currently works as a Senior Civil Engineer in Amey Consulting’s Structures Team, whilst also undertaking part-time PhD Research at the University of Glasgow on the topic of scour.
She is an Incorporated Engineer (IEng) with the Institution of Civil Engineers and currently possesses two Bachelor’s degrees in Engineering. Effie specialises in scour and prior to joining Amey’s Bridges Team in 2015, she was assisting in research carried out on river restoration at the University of Glasgow.
Effie is currently looking after scour related projects undertaken by Amey and is helping develop innovative scour monitoring and prediction tools and methods, while also being a part of Amey Consulting’s Carbon and Climate Change Working Group.
Recognising her input on Sustainability, the Women’s Engineering Society named Effie as one of the Top 50 Women in Engineering 2020: Sustainability, and she was also awarded the Women Leaders Association’s Rising Star in STEM. She is currently a finalist of the IET’s Young Woman Engineer of the Year Awards.
Effie is member of the WES Climate Emergency Group, consisting of engineers from a variety of disciplines, working on influencing the delivery of sustainable solutions, Net Zero Carbon and the UN’s Sustainable Development Goals
Adrian Hames is UK Head of Transport Planning for WSP, and has worked in Transport Planning for over 30-years.
Adrian has led projects within local government, including 18-years working at Cambridgeshire County Council, and since joining WSP 13-years ago has led a range of strategic studies, produced transport strategies, developed infrastructure plans and projects, managed local authority frameworks and delivered large scale transport and development projects.
Adrian is currently leading the update of Manual for Streets for DfT and CIHT. Adrian is also a keen cyclist and a Football Association Child Welfare Officer and football coach.
Greg's background is in education, advising professionals and students on how they can achieve professional registration to progress their careers.
CIHT offer access to the full range of engineering qualifications (EngTech, IEng and CEng) as well as the Chartered Transport Planning Professional (TPP) award. TPP is awarded jointly by CIHT and TPS and administered by CIHT. Greg will be able to advise you on the different levels of registration available, including the routes to gaining the qualification, how to apply and the assessment process.
Adam is an experienced qualified Civil Engineer with a degree in Renewable Energy and Energy Management. He is an advocate for sustainability, nature conservation and innovation.
He leads ACO’S the company’s Net Zero Carbon strategy in line with SBTi targets, Manages the development of carbon assessment tools for embedded carbon within products. Adam represents the company as an emerging leader for the Construction Leadership Councils CO2nstructionZero campaign and assisted in the organisation of an event for All4Climate in Italy.
Using his communication skills he manages campaigns pertaining to biodiversity loss and stimulates the conversation about the construction industry impact on natural systems and the solutions to mitigate them. He connects industries, NGO's, affiliated organisation, universities and the wider engineering community through collaboration and web based learning.
He is an advocate for innovation and is involved in the development of sustainable products to reduce Carbon, generate energy and protect wildlife. He works with universities and B2B businesses and volunteer led initiatives. He has aspirations to continue his dissertation and develop a new form or High Altitude Wind Energy Conversion System.
In his past he was a founding member and Director of the non-profit educational charity PPL PWR focused on sustainability, renewable energy and innovation. Educating members of the public and teaching under privileged children to take conceptual ideas through to completion. He’s also worked with FEA software and was a Bridge Engineer at local government winning a multitude of awards.
Noreen McDonald is Chair of the Department of City & Regional Planning at UNC Chapel Hill and holds the Thomas Willis Lambeth Distinguished Chair in Public Policy. She works at the intersection of planning and public health.
Her current research focuses on how shared mobility, health policy, and COVID impact access to healthcare. She is also documenting the road safety impacts of rising e-commerce and identifying how US cities accommodate goods movement through land use and transportation planning.
Dr. McDonald received her undergraduate degree from Harvard in engineering and chemistry and a PhD in city planning from UC Berkeley.
Justin Ward is Head of Policy & Technical Practice at CIHT. He manages a range of technical outputs including webinars and policy papers and research.
He was a key member of the CIHT review Improving Local Highways, supports key policy bodies such as the UK Roads Liaison Group and acts as the General Secretary of PIARC UK. Prior to this position he was Manager of Traveline Scotland.
Ben has been working in Further and Higher Education in the UK for 18 years and has developed a specialism in the design of work-based skills programmes as well as collaborative initiatives.
His role at WMG includes industrial skills engagement and the delivery and management of degree apprenticeships. He is currently focused on delivering the skills capacity required for the UK to meet its electrification goals through a nationally recognised framework for a high quality and consistent approach.
Professor Lorraine Whitmarsh is an environmental psychologist, specialising in perceptions and behaviour in relation to climate change, energy and transport, based in the Department of Psychology, University of Bath.
She is Director of the ESRC-funded UK Centre for Climate Change and Social Transformations (CAST).
She regularly advises governmental and other organisations on low-carbon behaviour change and climate change communication, was one of the expert leads for Climate Assembly UK, and is Lead Author for IPCC’s Working Group II Sixth Assessment Report.
