Overview

Road transport systems often exhibit a wide range of costs and externalities. These include lifecycle and operational expenditure, including potential overruns, traffic congestion, pollution, severance, additional user and vehicle operating costs, as well as asset deterioration and falling levels of resilience. These impacts occur gradually over the asset’s lifecycle and could have been avoided, reduced or mitigated by opting for alternative options at initial inception, planning and design stage.

Current transport planning practices require a paradigm shift to achieve an optimum ratio of costs to economic, environmental and social benefits that are also in line with net-zero objectives. Typical project planning and assessment approaches are fragmented, and only focus on mitigation measures rather than system choice. At project-level, whether in respect of existing or new infrastructure for roads and traffic management, decision-makers have to practice consistency in investment decisions while evaluating interdependent and often conflicting ideas of economy, environmental impact and social performance.

This seminar outlines pioneering research work by the Emirates Centre for Mobility Research (ECMR) at UAE University, Al Ain on the development of a comprehensive methodology to assess life-cycle cost and sustainability impacts for intermodal surface transport projects. This methodology aims to aid decision makers in choosing optimum alternatives at a stage where their decisions have implications on infrastructure facilities over an asset life of up to 30 years. The methodology integrates all aspects of asset lifecycle assessment including cost, energy consumption and pollution, as well as incorporating the input of stakeholders across any specified period, covering raw material extraction, material production and transport, construction, operation and usage (including traffic), maintenance and rehabilitation, as well as end-of-life recycling. The methodology will be presented followed by questions and answers about its underpinning theory, application and benefits.


 

The Speaker

Dr. Hamad Al Jassmi is Director of Emirates Center for Mobility Research at UAE University, and Vice-President of Al-Burj Engineering Consultants. He is an Associate Professor of Civil Engineering at UAE University, and a Research Fellow at the University of New South Wales, Sydney where he obtained his PhD in Construction Engineering & Management from the School of Civil & Environmental Engineering. Before his PhD studies, Dr. Al Jassmi obtained his Bachelor’s and Master’s degrees from University of Greenwich, and University of Cardiff.

Dr. Al Jassmi’s research interests include expert systems and machine learning for the buildings and infrastructure sector. He has published more than 50 peer-reviewed articles, most which appeared in top ranked international journals. He has three recognized inventions, and has received the prestigious “UAE Innovates” award in 2021 from the Mohammed bin Rashid Centre for Government Innovation on his work with the Abu Dhabi Department of Health for a mathematical model designed to analyse the predicted spread of COVID-19 through mobility maps.

Dr. Al Jassmi has acted as Project Manager, Planner or Researcher at numerous high-profile consultancy projects related to mobility policy making, planning and traffic safety in the UAE. He has chaired numerous key national committees related to innovation and research, and is a member of the Supreme Council of the Armed Forces Innovation Award sponsored by HH Sheikh Mohammad Bin Zayed Al Nahyan.
