Transport for the South East is a sub-national transport body, speaking with one voice on the region’s strategic transport needs to improve quality of life and secure continuing sustainable economic growth.
Currently operating in shadow form, Transport for the South East is already enabling the region’s leaders to work together and directly with Government and the transport sector to shape future investment plans. A transport strategy – the region’s first – is in development and will be published for consultation in the autumn. Transport for the South East intends to secure statutory status and begin full operation in 2020.

Mark Valleley has been working on the development of Transport for the South East (TfSE) since 2016. He has 30 years’ experience as a transport planner spanning policy and strategy formulation, scheme development and delivery and traffic management.

Martin Tugwell is the Programme Director at England’s Economic Heartland (EEH), which brings political and business leaders together in a strategic collaborative partnership with a commitment to realise the economic potential of the Heartland, including the Oxford – Milton Keynes – Cambridge Arc.
Martin Tugwell is the Programme Director at England’s Economic Heartland (EEH), which brings political and business leaders together in a strategic collaborative partnership with a commitment to realise the economic potential of the Heartland, including the Oxford – Milton Keynes – Cambridge Arc.
Stretching from Swindon to Cambridgeshire and Northamptonshire to Hertfordshire, EEH provides leadership on strategic infrastructure issues, in particular those relating to transport, digital connectivity and utilities. As the region’s Sub-national Transport Body, EEH is producing an over-arching Transport Strategy - a 30 year strategic vision for the transport system that puts the needs of businesses and individuals at the forefront of investment decisions.
Martin’s leadership on strategic infrastructure planning at the regional level created the first Regional Transport Strategy for the South East and contributed to the South East Plan, having previously worked in the Government Office for the South East. Whilst working in Oxfordshire he helped establish the Local Enterprise Partnership.
Martin is a Chartered Engineer, a Fellow of the Chartered Institution of Highways and Transport (CIHT) and a Member of the Institution of Civil Engineers. He is currently Senior Vice-President of the CIHT - having previously chaired the Institution’s Learned Society and Technical Board – and in June he will become its President for 2019/2020. He is a past Chairman of the Transport Planning Society and a Council member for the National Infrastructure Planning Association.
Adrian Hames is UK Head of Transport Planning for WSP, and has worked in Transport Planning for nearly 30-years. Adrian has led projects within local government at Cambridgeshire County Council and since joining WSP 11-years ago has led a range of strategic studies, produced transport strategies, developed infrastructure plans and projects, managed local authority frameworks and delivered large scale development projects.

Adrian has recently successfully led work for England’s Economic Heartland to produce their evidence base, managed the first stage of the Oxford to Cambridge Expressway study for DfT, is overseeing the Leeds city region passenger transport investment delivery, leading the Transport for South East transport strategy development and is project director for work on an Infrastructure Plan to deliver Milton Keynes’ future mobility plan. Adrian is a member of CIHT and is keen on developing skills within the industry. Adrian focuses on working collaboratively for an effective joint solution. Adrian is also a keen cyclist and a FA football coach, the principles of which can often help with leading transport planning teams!
Edmund Cassidy works in Steer’s Strategy and Economics division, leading on transport strategy and business case development for a variety of clients principally from the UK public sector.

His transport strategy work includes early economic scoping work for Midlands Connect and development of the strategic rationale for transport investment for Transport for the North. He is currently Project Managing the development of the Transport Strategy for Transport for the South East.

Before joining TfSE Mark worked for East Sussex County Council managing the development and implementation an annual programme of transport improvements including larger scale traffic management and public realm improvements.
Mark is currently responsible for managing TfSE’s technical work programme which consists of a wide range of studies to deliver a Transport Strategy and develop a prioritised programme of schemes for the Major Road Network. Mark is responsible for the liaising with the Department for Transport (DfT) on all technical issues and for formulation responses to major consultations, having led TfSE’s response to the Road Investment Strategy.
Rachel is responsible for leading the preparation of Transport for the South East’s proposal to government to secure statutory status.
She is also responsible for the implementation of the organisation’s work programme, producing the annual business plan and overseeing communications and stakeholder engagement activities.
