Edinburgh: Understand the impact of the CEC 20mph Programme, get the assessment first hand and get your questions answered.
In March 2018, Edinburgh became Scotland’s first city to implement a city-wide network of roads with a 20mph speed limit. The 20mph scheme was implemented to reduce the risk and severity of collisions, encourage people to walk and cycle and create more pleasant streets and neighbourhoods. It supports the aims of Edinburgh’s City Centre Transformation (CCT) Project and the emerging City Mobility Plan (CMP) by improving the way the city and its residents can move about, enjoy spaces and places.
This presentation by Eileen Hewitt and Phil Noble follows a CIHT event in Autumn 2017 when the Council’s 20mph team came to speak about the scheme when it was being rolled out and kindly left with a promise to come back for Part 2 to speak about the impacts after the scheme had been in operation for a period! Keeping to their promise, Eileen and Phil will touch on the implementation approach that was undertaken in four construction phases, starting in May 2016 and completing in early March 2018 leading to approximately 80% of Edinburgh’s streets being included in the completed 20mph network.
The presentation will then go on to talk about the monitoring activities and findings of an evaluation of the roll out of 20mph speed limits in Edinburgh which was recently presented to Elected Members in October. The evaluation examines changes to traffic speeds and volumes, public perceptions and behaviour, and air quality before and after the 20mph rollout. It also briefly considers initial indications in relation to changes in collisions and casualties.
The report also includes a strategy of further actions the Council may wish to consider on streets where there may be continuing non-compliance with the new limits. Furthermore, it reviews a number of requests for streets to be added to the 20mph network and includes preliminary consideration of further pro-active expansion of the network. The evening will end with consideration of the next steps followed by the opportunity for a Q&A with Eileen and Phil

Phil is the City of Edinburgh Council’s Active Travel Team Leader. He had a significant input into the city’s 20mph speed limit programme during both the pilot stage and the development of the citywide limit. His main involvement was in the definition of which streets should have which limit, the early stages of consultation and the before and after monitoring.

Eileen joined the 20mph project in 2014. She has had a key role in taking forward the monitoring programme and implementing the consultation, education and awareness plan.
