Martin Tillman

Chair 

Martin Tillman is Director at AECOM, leading Strategic Planning and Advisory for the Middle East. He has responsibility for transport modelling, development planning, transport technology, road safety, parking, and freight across the region.  

Martin has lived and worked in the United Arab Emirates for the last 10 years, following postings in the United States, Hong Kong, Qatar, France, and the UK.

As well as being a Fellow of CIHT and Vice-Chair of CIHT Dubai, Martin is also a Fellow of the Institute of Transportation Engineers and the Chartered Institute of Logistics and Transport. He is also advisory board member for Abu Dhabi University Civil Engineering Department, advisor on the Airbus Expert STAR programme, and mentor for the UAE Federal National Experts Programme

Richard Lewis

Vice-Chair 

Richard Lewis is a Fellow Member of the Institute of Highways and Transportation with 20 years’ experience in transport planning and modelling.

He is experienced in various transport disciplines including economic feasibility studies, transport model development, accident modelling, transport planning, traffic engineering, public transport studies, analysis and GIS, transport policy and regulation.

Richard has led (in the capacity of Project Director or Project Manager) numerous development projects, model development projects, scheme appraisal projects and development planning projects including Qiddiya Strategy projects, Kingdom of Saudi Arabia’s Maritime Strategy, BRT Techno-Financial Feasibility for Masar Makkah, Crowd Modelling for King Abdula Aziz Road, and National Rail forecasting for SABIC amongst others.

Mohamed Al-Mansi

Secretary 

Mohamed is a Transportation Planner and Modeler with 3 years’ experience and a bachelor’s degree in civil engineering from Cairo University. 

He has participated in large-scale projects in Egypt and Saudi Arabia, including the Jeddah Central Development, King Fahd Road Development, the Automation of the Hajj Operational Plan and the Rehabilitation of Al-Raml Tram in Egypt.

Mohamed has experience in numerous transportation software including VISUM, EMME and VISSIM alongside operation software such as Synchro, Sidra and Civil3D. He has a record of volunteering experience going back to university where he volunteered in student activities such as Cairo University Racing Team, ASCE Student Chapter, and AIChE Student Chapter.

Jarrod Smith

Treasurer 

Jarrod Smith is a Transport Planner and  Traffic Engineer with past roles in both the public and private sector during his 20+ year career to date. 

He is currently a Project Manager at Jacobs in Dubai and has 10 years’ experience in the Middle East, 10 years in the UK and also a year in the Pacific (Fiji). 

Jarrod specialises in junction design, master plans and station area planning.

Nebras Radaideh

Equality, Diversity and Inclusion Officer 

Nebras Radaideh is a Civil Engineer, specialized in Planning and Project Controls Management. She has over 10 years’ experience in transportation and infrastructure projects on both Contractor and Consultant sides, of which six years have been with leading consultants in the UAE.

Nebras is a Member of CIHT as well as the Society of Engineers.

Stephen Wilkinson

Events Co-ordinator

Dr Stephen Wilkinson is currently an Associate Professor in Civil Engineering at the University of Wollongong in Dubai, where he teaches courses in Engineering Geology, Sustainable Transportation Engineering and Chemistry. He lectured in the UK and China prior to moving to the UAE.

Steve is a Fellow of the Geological Society, a Fellow of the Royal Microscopical Society and a Fellow of the Higher Education Academy. He holds an MSci, MSc and PhD from Imperial College London.

Brindha Sankari

Web and Data Officer  

Brindha Sankari Vasudevan is a Senior Transport Planner with over 13 years of experience in the UAE, Singapore & India. She is an expert in transport planning and strategic modelling, including assessment of public transport schemes and transport appraisal.

Brindha has worked for a range of public sector clients in Dubai and Abu Dhabi over the last 7 years, leading as a user and developer in the fields of strategic modelling, data analytics, demand forecasting, economic impacts, surveys and transit operations.

Michelle Wood

Professional Development Officer  

Michelle Wood is a Transport Planner with 30 years’ experience in transport planning. Currently, she leads the technical development team of PTRC, the transport planning training arm of CILT. 

Besides the UK, Michelle has worked in Africa, Asia-Pacific, the Caribbean, Europe, and Middle East for World Bank, Asia Development Bank, United Nations Development Programme and European Bank. She has been based in London, Beijing, Hong Kong, Dubai and Qatar.

Michelle is a Fellow of CIHT, Chartered Transport Planning Professional, a TPP reviewer, mentor and on the CIHT Committees of London and Hong Kong covering professional development.

Jodie Mairs

Membership Officer 

Jodie Mairs is a Transport Planner and Road Safety Specialist with almost 20 years’ experience working in the private sector, including nine years in the GCC.  She has extensive experience working on road safety related projects including managing road safety studies and strategies throughout the GCC.

Jodie is an experienced Road Safety Auditor and member of the CIHTs SoRSA (Society of Road Safety Auditors).

Samar Nasser

Young Professionals Representative  

Samar is a passionate transportation planner that is committed to advancing future-oriented, sustainable transportation solutions that benefit communities and the environment. 

With a degree in Civil Engineering from the American University of Beirut, she brings a unique combination of technical expertise and creativity to the field of transportation planning.

In her career, and currently with AECOM, Samar has gained valuable experience working on various transportation projects in the Middle East, from strategic mobility master planning to pedestrian modelling. She continues to apply her strong foundation in transportation engineering and GIS mapping to develop innovative solutions that address complex transportation challenges.

Jonathan Spear

Committee Member (Former Chair) and CIHT Technical Champion 

Jonathan Spear is a Transport Policy and Strategy Advisor with 26 years’ experience in public policy, strategy, governance and regulatory studies, capacity and skills analysis and building. Much of this has specialized in national, regional and local transport policy frameworks, institutional structures and processes.

A Fellow of CIHT and a Chartered Transport Planning Professional, Jonathan has worked extensively in the international arena, including UK and Europe, Middle East, Africa and Asia-Pacific, and been based in London, Dubai, Beijing, Hong Kong and Singapore. As well as chairing CIHT Dubai, he is closely engaged in the activities of the World Road Association, PIARC, and the Association of European Transport, AET.

Andrew Jenkins 

Committee Member  

Andrew Jenkins has 25 years’ experience in the planning, design and operation of transport systems in the UK and internationally. He has developed his knowledge through collaboration with transport operators, developers, architects and master planners. 

He is a Director with Arup and leads transport and economics work for large and complex urban area regeneration master plans, including demand analysis and data presentation, modelling and transport systems design.

Andrew is a Fellow of CIHT, a Fellow of the Chartered Institute of Logistics and Transport and a Chartered Transport Planning Professional.

Kashyap Shukla

Committee Member  

Kashyap is a Chartered Engineer with over 16 years’ experience in delivering transport advisory, planning and engineering projects for public and private sector clients in the UK, Australia, India and the Middle East.

As a Principal Transport Planner, Kashyap is currently an integral part of Mott MacDonald’s Transportation and Mobility team in the UAE. Kashyap has a Bachelors degree in Civil, an MSc in Transportation Planning and Engineering as well as an Executive MBA.

Khalid Nur

Committee Member  

Khalid Nur is the Future Mobility Lead for Mott MacDonald in the Middle East. He is a Chartered Engineer with over 15 years’ experience in the scoping and delivery of a wide range of projects in the road, rail, aviation, and maritime transport sectors; building on a strong technical and research background, analytical and leadership skills. 

He has a key interest in the development and application of innovative data and technology solutions for future transport and mobility.

Prathyush Mukkadekkat

Committee Member 

Prathyush Mukkadekkat is a Senior Traffic and Transportation Engineer with 13 years’ experience in traffic impact assessments, traffic modelling, traffic management studies and traffic simulations. He has worked extensively in the Middle East, Sweden and India.

Prathyush is a Member of CIHT and Secretary of the Dubai Group. He is also active in other international transport bodies such as the Society of Engineers UAE, Transport Planning Society, Institution of Transportation Engineers, and Indian Road Congress.

Sanaz Roigari

Committee Member  

Sanaz Roigari is a Transport Planner with Mott MacDonald . she has over 10 years of experience in transport master planning, traffic impact studies, travel demand modelling/forecasting, sustainable transport studies and bus Master plans across UAE, Bahrain, Kuwait, Omam, Saudi Arabia and Qatar.

Robin Miller-Stott

Committee Member  

Robin is an Associate in Arup’s Dubai office. He has extensive experience in developing transport policies, master plans, and strategies for local, regional and national governments.

An expert in the strategic case, Robin is passionate about ensuring that connectivity inclusively shapes places and spaces. This includes exploring innovative ways for appraisal to unlock economic and sustainability benefits.
Prior to joining Arup in the UK, Robin led the development of Transport for the North's award-winning Strategic Transport Plan. He was also a policy development lead at High Speed Two (HS2).

Sherif Rashad

Committee Member

Sherif is a highly accomplished Chartered Civil Engineer with a distinguished career spanning over 15 years in the Highways and Transportation sector across the Gulf area, Middle East, Africa, and Asia. 

His expertise encompasses a diverse range of projects, including Roads, Networks, Highways, Expressways, and Building Information Modeling initiatives, all underscored by a strong foundation in Traffic and Airports engineering.

Sherif holds the position of Lead/Associate-Roads and Highways at Jacobs, Dubai Branch, where he has made significant contributions over the past year. Prior to this, he served as a Group Leader/Senior Roads and Highways Engineer at Ras Al Khaimah Municipality Department, where his leadership and technical prowess were instrumental. Sherif's journey in the field began over a decade ago with an impressive tenure at Dar Al-Handasah, where he held the roles of Team Leader and Senior Transportation Engineer.

Sherif's professional standing is further strengthened by his noteworthy affiliations and memberships such as Member of CIHT Dubai Group – UAE,  Member of Engineering Council (EngrC) – UK, Member of Engineering Council (EngrC) - UK, Member Society of Engineers (SOE) - UAE, Chartered Institution of Highways & Transportation (CIHT) - UK, Project Management Professional (PMP) Project Management Institute (PMI) - US, Member of Project Management Institute (PMI) - US, Member of Egyptian Engineers Syndicate.
